I'de like to add a discussion item on the standard repository content. Repolinter can now check files by hash (https://github.com/hyperledger-labs/hyperledger-community-management-tools/pull/45). This allows us to check critical file with specified content to ensure they are bit identical to the reference files.
Two points of discussion
(a) is this a desirable way to enforce conformance? and
(b) if so, what are the exact files to check? Files to seed the discussion are CODE_OF_CONDUCT.md, LICENSE, and SECURITY.md.

Happy to, I was actually planning to put it on the agenda because I looked into it this week and we really need to make progress on improving compliance across the projects.
