Overview of Proposal
The Common Repo structure decision imposes using repolinter as a way to implement a common repository structure across projects. However, using repolinter has turned out to be challenging for some projects. This proposal lift the requirement to use repolinter and leaves it to each project to decide how to implement the common repository structure.

Given the number of repositories within Hyperledger, we should consider having an automated repository scan once per week. This will help TSC or the staff to monitor and remind projects if any repository is left behind. The same process can also be used to add exception rules if required.
