Since Firefly is now a lab, this issue is no longer relevant. The Lab to incubation process will determine when the project moves to incubation.

This is the decision log entry for the decision that we made in the TSC call back in June. This is relevant for historical purposes.
There is no specific (automated) process for moving a source base from a lab to incubation. That process must be kicked off by the lab and goes through the normal project lifecycle starting with a proposal.
