  1. Proposal 1: Working groups should be scoped to a specific task or problem rather than a general area.
  2. Proposal 2: Working groups should not be required to produce specific work-products.

Alternative Proposals:

  1. Working group should be dropped. The functions of a working group have effectively been replaced by SIGs (for discussion) and Task Force (for accomplishing a specific focused task).
  2. A task force should be given a specific task & time frame in which the task should be completed (for example, a task force must complete the task within 6 months)
  3. A task force should fill out a proposal that includes introduction, task to be completed, deliverables, estimated time to complete, leader, initial participant list.

Notes

Learning materials working group provides a very good example of the challenges with the current working group structure. Those participating in the working group often sit "outside" of the projects themselves. As a result, participation (specifically participation from the projects) is very difficult.
